Who is Big Brain?

He was an active superhero during World War II. He worked with the Comet Twins. He founded Capes Inc. , where the superheroes members are paid. He used a cybord created by the Nazis to fake an attack thus causing the government to give them funding. He lied to its member claiming that he lost his powers, when they were actually becoming more possible. Several years later, he used the cyborg again to attack Capes Inc. in order to earn more funding.
