Who is Buffer Zone?

Buffer Zone was originally a car designer who was designing a new type of energy shielding that would replace air bags in cars and keep the user safe from all collisions. Unfortunately, his company was down sized before he had a chance to finish the design. Needing cash, he finished his worked and outfitted himself with the shielding and became a costume criminal. Not only is Buffer Zone protected at all times but can also reshape the shielding to make other forms and weapons out of it. He first encountered J2 at a local bank showing how much of a genious he was. While J2 was unable to directly hurt him, Miller Hallendale who was in the able, tackled Buffer Zone when he was distracted. Buffer Zone was knocked out giving the police time to arrest him.
