Who is Chronarch?

Chronarch is a Defenders villain. He was once the janitor of a science lab where time travel technology was developed. An accident caused by him brought forth a group of dinosaurs from prehistory. His employers were killed instantly. But the janitor was lucky enough to discover an obscure device could place the dinosaurs under his control. Deciding it was time for a career change to supervillain, the janitor designed his own armor and dubbed the device his "Chrono-Scepter". He was defeated in battle by the Defenders, as Hulk destroyed his armor while Silver Surfer reversed the effects of the Scepter and send the dinosaurs back in time.
