Who is Conchita Ortiz?
Conchita Ortiz and her husband (whom is only ever called "Ortiz" in either of his appearances) were prison guards in Utah. Conchita worked at the Utah State Correctional Institute for Women, while her husband worked at the Utah State Maximum Security Facility outside of Provo, Utah. Learning that the Underground Liberation Army planned to break out an inmate named Gary Saunders , the Punisher --with whom Ortiz had served with in Vietnam--paid Ortiz for information. Saunders was also a suspect in the disappearance of Conchita's cousin, Rita. The jailbreak went down, and though the Punisher interceded, Saunders got the drop on him and left him for dead in the desert. Fortunately, Ortiz arrived and rescued him. Saunders was murdered by Underground Liberation Army member Lydia Spoto. The Punisher recovered and Ortiz told him that both he and his wife wanted to help him take down the Underground Liberation Army, who were planning on a second jailbreak attempt, this time for the messianic Charles Samson, the leader of the Underground Liberation Front.
