Orion Assante is the leader of UNOW (North America and Australia). Assante wants to annex SCAUR without a direct invasion. Diego offers to help him. He comes to visit Assante at Mt. Rushmore. He is smart, and wears a psychic disruptor helmet so that Orion's psychic aide, Manny , can't read his mind. He says that SCAUR's annexation is inevitable, and he might as well make it happen in such a way that he gets some power out of it.
