Who is Green Cigarette?

The Green Cigarette was among other super villains who made an appearance in Impulse #38 in order to try and assist with flood relief in Manchester, Alabama . Green Cigarette is later seen robbing a bank on Christmas Eve with his gang when Impulse bursts in to save the day only to have upset the bank's alarms and structural integrity. The bank begins to crumble down upon Impulse , the Green Cigarette and his gang as well as many civilians. Green Cigarette orders his gang to save all the civilians. So Green Cigarette and his gang saved the day and because it was Christmas they were let off the charges. This incident causes Green Cigarette to have a change of heart and go on the straight and narrow, he goes to Bart's school and donates all the money he has gained through crime over the years which turns out to be just $50.
