Despite his impeccable aim (he was able to hit several paractice targets while blindfolded), he turned out to be largely inexperienced with actually shooting a man. This was evidenced when he tried to shoot Tommy without remembering to disengage the safety on his gun. Tommy shot him shortly afterwards.
