Who is Pulsar?

Before he became Pulsar , Frank Costen was nothing more than a down-on-his-luck Army veteran who blamed the entire world for his misfortunes. After he was given power by the criminal organization known as VIPER, Frank began to take his vengeance out on the entire world. The Champions stopped Pulsar's rampage and put him in prison. But, he has vowed never to rest until his vengeance is complete.
