Who is Hellrazor?

Hellrazor was a one-off supervillain who once fought Spider-Man and the Black Panther in an issue of Marvel Team-Up. The one and only time he appeared after this was during a meeting of supervillains at "The Bar With no Name" to discuss the Scourge problem. Hellrazor is sad at the meeting because none of the other villains had ever heard of him and nobody seems interested in chatting with him. Hellrazor is then killed, along with all other villains gathered there, by The Scourge. His equipment included bladed wristbands and projectile blades. His blades were sharp enough to cut through Spider-Man's webs.
