Who is The Regulator?
History An employee of the Metropolis divsion of S.T.A.R. Labs , scientist Boulton invents a helmet which can control vermin in the manner of a modern day Pied Piper. When he tries to convince authorities to see the helmet to rid the slums of rats, they laugh in his face; suffering a nervous breakdown, he is institutionalized. Escaping several months later, deluded that he was put away because his colleagues were jealous of his genius, he becomes the Regulator. Breaking into S.T.A.R. Labs, he sends a horde of rats into a mutation chamber, turning them into carnivorous giants. But the rats are stopped by the Justice League of America and the Regulator himself apparently perishes after a battle with Black Lightning . The Regulator survives the encounter with Black Lightning.
